Waves is located in the heart of the tri-village area of Hatteras Island. Heading north, the tri-villages are the first cluster of towns a traveler encounters along the southern Outer Banks. Though the area appears to be one large town, this populated region is actually comprised of three separate villages: Salvo, Waves and Rodanthe.
