A countywide cap on the number of allowable vacation rentals has been lifted, with Sonoma County supervisors on Tuesday voting to narrow their focus to key areas along the Russian River and in the Sonoma Valley two areas with the highest concentration of such properties outside of city limits.

The change, targeting areas where vacation rentals range from 10% to 43% of the housing stock, would apply to a single neighborhood in the Sonoma Valley and a long stretch of the lower Russian River, impacting more than 3,500 homeowners from Rio Nido to Monte Rio.

County officials and many neighbors say the concentration of rentals in those areas poses a threat to residential character, neighborhood stability, public safety and quality of life. An extension of the cap in those areas until August 2022 will give the county time to gather data and craft policy to address those concerns, officials said.

My biggest goal is that this buys us the time to have that conversation about concentration, said Supervisor Lynda Hopkins, who represents the Russian River area. She said the county will have time to craft policy that is more responsive to neighborhood needs. I believe there is pressure right now for this sort of thing.

The Town Of Guerneville

Continuing along River Road brings you to the town of Guerneville , which for more than a century has been a popular escape for San Francisco Bay Area residents, with visitors arriving by train in the 1870s to the 1930s, and by car starting in the 1940s. In the 1970s it became a welcoming resort area for Bay Area gays and lesbians.

Today, the main street of this small tourist town offers a highly eclectic mix of shops, restaurants, bars and other businesses. Both a historic and a new bridge span the river at this point, where River Road merges into Highway 116.

The Russian River is a definite presence in Guerneville, which hugs its banks. Within walking distance of the downtown restaurants and shops, Johnson’s Beach provides the main river access for splashing, swimming, and paddling in the water canoes, kayaks, inner tubes, umbrellas, beach chairs and more are available for rent.

Dining options in Guerneville include food stands, hip cafes, and trendy restaurants lodging can vary from cozy cabins to rustic resorts, campgrounds, vacation rentals, and more. For wine lovers, more than 50 wineries are within a 20-minute drive of Guerneville.

Heading back into Guerneville, turn right on Highway 116 and drive through town to continue your journey toward the coast. This two-lane road follows the river’s many twists and turns fairly closely.

More Attention Will Be Paid To Building Code Status And Fire Inspections

Vacation rental licenses will not be issued to any parcel with open code enforcement complaints and/or building permits that have not received a final inspection. Prior to issuing a vacation rental license, the property will be inspected by the County fire marshal or local fire protection district for compliance with building and fire safety codes, including but not limited to smoke/CO2 detectors, adequate egress from all bedrooms, adequate defensible space, proper vents on gas-fired appliances, compliant wood stove appliances, and chimneys, etc.

Sonoma County is in the final stages of contracting for a 24-hour complaint hotline that will be operated and maintained by a third-party vendor. This eliminates the confusing search for who to call to report an infraction and creates a record of action taken to respond to complaints. One simple phone call starts the process of addressing a problem then follows through on getting it resolved quickly and reporting back to the complainer on what has, or has not, been accomplished. Complaints include noise, lights, parking, etc.This hotline is moving forward under the old ordinance, and so will be launched independently of the ordinance change.

Start Off In Cloverdale

We’ll start just off Highway 101 in north-central Sonoma County, in Cloverdale , which was recently named one of “America’s Coolest Small Towns.” Cloverdale offers a family-friendly atmosphere and a growing arts community. Follow the Cloverdale Sculpture Trail to see 12 pieces of public art selected in an annual juried selection the display changes each year.

West of the freeway is a compact downtown area filled with rambling Victorians. Explore the cobblestoned town plaza and stroll along Main Street, lined with shops, galleries, restaurants, and tasting rooms.

East of the freeway, enjoy the Russian River at the rustic Cloverdale River Park, featuring a picnic area with tables, a launch area for kayaks or canoes, and a 1.3-mile accessible and paved multi-use trail that ends near the downtown area.

Lodging in Cloverdale ranges from national motel chains to the vintage luxury of bed and breakfast inns in restored Victorians. There are also several local motels and vacation rentals scattered throughout the area, and two local campgrounds.

Changing Rules For Vacation Rentals

Sonoma County supervisors are considering big changes to the Countys vacation rental ordinance.

The ordinance is scheduled for review March 17, after 18 months of work, and the public has several opportunities for comment.

The surge in short term rentals has created challenges that current regulations are not adequate to address. Planners at Permit Sonoma have been working on revisions to the Sonoma County Short-Term Vacation Rental ordinance, with significant input from community voices. The revisions to this ordinance are in review by the Planning Commission and County Counsel. This ordinance applies to unhosted rentals where no responsible party lives on the property.

Public review is scheduled for March 17, 2022 at a Planning Commission hearing that will include the Vacation Rental Ordinance. You can sign up for email updates for dates, times, copies of the agenda, and revised ordinance to review prior to the hearing. Next, the Planning Commission has tentatively set April 19 to present the final revised ordinance to the Board of Supervisors

Density Caps Are A Possibility In Crowded Neighborhoods

Caps may be applied in neighborhoods where high concentrations of vacation rentals are adversely impacting neighborhood character, or have inadequate parking or emergency access, or local housing stock is at risk from conversion to visitor-serving uses. Caps are set at 10% of the local housing stock and no new vacation rentals may be licensed until the number of active vacation rentals is less than 10% of the local housing stock. The initial 10% cap may be lowered if found to be inadequate to preserve neighborhood character and protect public safety.
